However what remains that Developing countries especially African ones will find it difficult to develop going forward simply because they lack the finances to develop Green Technologies and also the Capacity to pay the new costs (taxes et al) of emitting carbon.

I also remain unconvinced that Co2 what plants use for photosynthesis to produce Oxygen is the boogey man its made to be.  However time will tell wont it?
